IMF: No need to change Ireland’s mortgage rules

The IMF has credited the Central Bank’s mortgage lending rules with steadying house prices here, saying there is no need to change them.

The rules, which were introduced a year ago, have come under fire from mortgage brokers, and other home-selling groups.

They have claimed that the rules are too restrictive.

Many market analysts, however, have said that the so-called maco-prudential measures have prevented another disastrous overheating of the Irish property market, at a time when the paltry supply of new homes is failing to meet the demand.

Central Bank to review mortgage rules, says governor

The controversial Central Bank mortgage rules, which have particularly affected first-time buyers, will be reviewed in the summer, the bank’s new governor has said.

His comments in an interview with The Irish Times mean mortgage applications throughout the spring and early summer – the busiest time for house sales – will continue to be carried out under the current rules.

And with a review due to start in the summer, it is likely to be well into the autumn or even later before any changes might be made.

Under the rules first-time buyers usually need a deposit of 10 per cent of the first €220,000 cost of a home, and 20 per cent of the remainder of its value.

New mortgage rules have taken ‘froth’ out of property prices

Early evidence suggests that the Central Bank’s new lending restrictions have taken the “froth” out of property prices, an economist with the regulator said on Tuesday, as new figures show a further decline in mortgage lending.

Speaking at a Sunday Business Post property conference in Dublin, Gabriel Fagan, economist with the Central Bank, said that tentative evidence suggests that the new measures, which restrict income multiples and loan to values for borrowers, have had a positive effect of removing “froth” from property prices, particularly in the Dublin residential market”.

A quarter of homebuyers ill-informed about property valuation

The TV ad for home insurance in which the hapless homeowners lapse into a trance while the broker outlines details of their policy surely strikes a chord with many when it comes to addressing boring financial matters. A new survey finds that one in four Irish people don’t know that a property valuation is required before the drawdown of a mortgage. The Red C survey, commissioned by the Society of Chartered Surveyors Ireland (SCSI), also somewhat worryingly found that 50 per cent of people don’t know the difference between a property valuation and a structural survey. Given that a property valuation is required by the banks before they release funds to homebuyers, it’s a key piece of the house-buying equation as it offers an opinion of the property’s market value at the time of purchase.

Quarter of homeowners aged 25 to 40 plan to move

A quarter of those in the 25 to 40 age group said they wanted to live in a better location, while one in 10 wanted to invest in a higher value property.

A small proportion (2%) said they wanted to move house because of noisy or annoying neighbours while 3% of women wanted to be nearer their families.

The average spend on a new home is just under €210,000. Achieving savings over the lifetime of the mortgage is the most important consideration for most consumers. A KBC Bank survey of 500 people found that just 7% of homeowners have recently traded up to a larger property.

Call for National Housing Authority

A report commissioned by the Society of Chartered Surveyors Ireland wants increased government support for developers and builders of new homes in order to improve the national housing stock.

It also wants local authorities banned from imposing more restrictive planning requirements than the national standards.

“While, politically, it is seen as more attractive to award purchasers’ grants or tax concessions than to support developers or builders, we would argue that a new approach or new deal is now clearly required,” said SCSI president Andrew Nugent.

His comments came at the launch of the report, ‘Policy Options for Supporting the Provision of Housing at Affordable Prices,’ by Tony Foley of Dublin City University. It calls for the establishment of a national housing authority to co-ordinate housing policy and strategy.

Housing crisis: Ireland needs five to 10 new Ballymuns as soon as possible!

While there is wide agreement that Ireland needs more housing supply, action is needed to encourage the right kind of supply based on a vision of the residential areas people are going to call home for the rest of this century.

The lack of supply stems from the bust in Ireland’s housing market which killed lending for new developments and caused the demise of many construction firms.

More people are now renting, while people on lowest incomes are squeezed out of the relatively small rental market and are at greater risk of homelessness.

Home ownership still remains far out of reach for a generation

A home, however modest, is one of the most fundamental needs of every human being. Yet considerable numbers of individuals and families in Ireland do not have access to this basic need. Almost 90,000 households were in “housing need” in 2013 – an increase of 60,000 since 1993.

In 1975, local authorities provided almost 8,800 “non-market” homes for rent, representing one-third of total housing provision. By 2014, non-market provision represented only 515 homes, or a mere 5 per cent of the total, while market provision had increased to 95 per cent. Access to a home, to buy or rent, depends almost entirely on ability to pay.

Housing crisis forces 10,000 a month to rent

Private rented sector tenants have risen by more than half in just 18 months.

Almost 700,000 people are now living in leased houses, flats or apartments – more than one seventh of the total population.

And there has been a massive recent surge, with 50,000 more people renting today compared with just six months ago.

New figures from the Private Residential Tenancies Board (PRTB) show 455,000 lived in private rented housing in December 2013.
