Fears as many as 70pc of apartments built here between 2000 and 2008 are fire deficient

The Society of Chartered Surveyors Ireland says that even before the Grenfell Tower fire in London, there had been “major concerns” over fire safety in multi-unit dwellings in Ireland, particularly those built between 2000 and 2008.

One fire-proofing expert believes that as much as 70pc of multi-unit dwellings built in that period are deficient, with fire barriers either not properly installed or not installed at all.

Housing Minister Eoghan Murphy had a “frank discussion” with Dublin’s Chief Fire Officer yesterday to discuss fire safety and life safety issues in light of the London tragedy and will meet with other chief fire officers across the country.

Why we keep making the same mistakes over housing

First-time buyers’ deposit scheme to go live on January 3rd

First-time buyers hoping to complete the purchase of their first home in 2017 will be able to apply for their 5 per cent tax rebate as early as January 3rd, the Revenue Commissioners have said.

But with the launch date rapidly approachly, putative property buyers should start doing their homework now.

After all, following the Central Bank’s decision last week to remove the loan-to-value cap of €220,000, and allow all first-time buyers to purchase a property with a deposit of 10 per cent, the attractiveness of the scheme has just risen even more.

Thousands of homeowners to get trackers back at last

Thousands of homeowners who had their tracker mortgages taken off them by their bank are due to get a Christmas present by being restored to the lower rates.

Central Bank regulators ordered an industry-wide probe of a suspected 10,000 cases across all banks where people lost trackers during the downturn.

Now the first batch of 2,000 Ulster Bank customers is to be written to from next month telling them they are being put back on trackers – and that they are due refunds in the new year.

AIB is also restoring 3,300 customers to tracker rates, and is due to outline details to them in the coming weeks about refunds and compensation.

First-time buyer deposits cut to 10% as Central Bank eases mortgage rules

First-time buyers will only be required to have a deposit of 10 per cent regardless of the value of a property when applying for a mortgage, as a result of a decision by the Central Bank to relax its macro-prudential rules. This is a shift from the current requirement, which puts the ceiling at 90 per cent for loans up to €220,000 but at 80 per cent for the balance of loans above that level.

This means that first-time buyers will be able to borrow up to 90 per cent of a value of a home. The 20 per cent minimum deposit requirement (ie maximum loan-to-value ratio of 80 per cent) continues to apply to second and subsequent buyers. The 3.5 times ceiling on the loan-to-income ratio remains unchanged. Requirements for buy-to-let borrowers and the exemptions for negative equity mortgage borrowers from the measures also remain unchanged.

Chartered Surveyors say Help to Buy Scheme grant will have little impact on housing crisis

The Society of Chartered Surveyors Ireland has said the ‘Help to Buy’ scheme announced in Budget 2017 will have very little impact on the housing crisis because supply is the problem, not demand.

Claire Solon, the President of the SCSI said the Government should have focused on supply measures as they would have a much greater impact on the crisis, help stabilise house prices and offer a better return to the taxpayer.

“In our view, the Government should have been focussing on initiatives to make development viable, like reducing VAT on affordable housing, making public land available for affordable housing schemes and providing finance to help kick-start building on sites around the country, with all the employment and tax benefits that this would bring.”

Housing supply at worst level for 50 years as prices exceed boom-time levels

And in further signs of a dysfunctional market, prices in some parts of the country are rising at a faster pace than during the boom – while in the capital they have flatlined.

According to June’s Irish Independent/Real Estate Alliance Average House Price Index, the average three-bed semi now costs €195,361. It is an increase of over €4,000 (+2.18pc) since the end of March, or 4.49pc against the same time last year.

Sale prices of average semi-Ds soared as much as 14pc in Roscommon, 8pc in Laois and 7pc in Kilkenny, while there were no price rises in Cork City or north County Dublin.

Census 2016: Number of vacant houses ‘scandalous’

There are almost 260,000 vacant homes across the country, preliminary figures from the latest census show, prompting campaigners and housing experts to call for urgent action to address the State’s “dysfunctional” housing system.

The census found there are almost 260,000 vacant homes in the State – 61,204 of which are vacant holiday homes – at a time when homeless families are having to be accommodated in hotel and B&B type accommodation.

Average age of first-time buyers now 34 as bank’s rules bite

The average age of a person buying their first home in Ireland has risen to 34 – which is five years older than what it was a decade ago, when most first-time buyers were in their twenties.

The data comes from a survey by the Real Estate Alliance (REA), a nationwide network of 55 estate agencies. It predicts that home ownership may soon be a pipe dream for young people.

In 2006, the average first-time buyer was 29. This was at the height of the boom, when property prices were, on average, one third higher than they are now.

But despite a fall in prices, the average age hit 30 in 2010 and has been rising rapidly since then. The REA blames the mortgage lending regime, including strict Central Bank rules, as well as high rents.

One in five rule out home ownership, study shows

Almost 20 per cent of Irish adults who do not own their own homes believe it is beyond them because of high rents and tighter Central Bank mortgage lending rules, as well as other supply factors, a new survey has revealed.

The survey of more than 3,000 people from online brokers 123.ie also highlights the pressure many living in rented accommodation are under and says that 14 per cent of them have missed a rental payment over the last year because they didn’t have the money.
