Central Bank announces new regulations on residential mortgage lending

The Central Bank of Ireland has published new regulations on residential mortgage lending.

Loan to Value (LTV) for principal dwelling houses (PDH)

There are different limits for different categories of buyers:

  • PDH mortgages for non-first time buyers are subject to a limit of 80 per cent LTV.
  • For first time buyers of properties valued up to €220,000, a maximum LTV of 90 per cent will apply. For first time buyers of properties over €220,000 a 90 per cent limit will apply on the first €220,000 value of a property and an 80 per cent limit will apply on any excess value over this amount.
  • The cumulative monetary value of loans for principal dwelling purposes which breach either of these limits should not exceed 15 per cent of the euro value of all PDH loans on an annual basis.

Housing loans for borrowers in negative equity who wish to obtain a mortgage for a new property are not within the scope of the LTV limits.

Thousands of rented homes in capital found to be substandard

A major report by the country’s largest local authority has uncovered extensive health and safety issues facing tenants.

Environmental experts inspected more than 5,000 homes in Dublin’s North and South Inner City and found that over 60pc required remedial works.

More than 2,500 homes were brought to the required standard following the inspections.

Figures seen by the Irish Independent show that 100 prohibition notices have been issued to landlords who failed to respond to warning letters.

These orders, once lodged against a landlord, prevent them from taking on new tenants.

And the council has initiated 76 separate legal actions over a two-year period against landlords who do not to comply with these orders.

Mortgage clampdown proposals will have serious knock-on effects

On the face of it, the Central Bank’s recent proposals to limit lending to borrowers are probably not a bad thing. If it can help prevent bonus-driven lending and feckless borrowing, then well and good.

The measures, admitted by their proposers to be crude, are probably designed to be part of a long-term housing affordability framework; they are definitely designed to try to prevent any credit- fuelled bubble.

Their crudity is also their strength – very few lenders or borrowers will not understand them. Whether lenders adhere to them, or find ways around them, is another issue.

E-conveyancing could reduce transaction to five days

The development of a fully electronic conveyancing system will reduce the total transaction time for buying a house to as little as five days, the Law Society has said.

Welcoming the Government’s pledge to deliver an e-conveyancing system in the Construction 2020 strategy, published on the eve of the local elections, the representative group for solicitors said home-buyers would reap the rewards of a “transformed” system.

Full steam ahead as property recovery predicted to continue

There is around €5bn in requirements looking for opportunities, with IBRC, Ulster Bank and NAMA seen as the key strategic vendors supplying the market with substantial portfolios of loans and assets.

Many buyers are looking for scale with an expectation there will less pressure on pricing if they compete for larger lots as there should be a thinner market of buyers. Key purchasers for these include Kennedy Wilson, Lonestar, Hibernian REIT, IPUT, Irish Life, Blackstone, Apollo, Hines, Green REIT, Brehon, Pimco, Avestus and Signature Capital.

 

As the portfolios become more diversified, purchasers are looking to partner up to ensure they are competitive on pricing and have the right mix of skills. City planning ‘crucial for future prosperity’

Property Industry Ireland director Peter Stafford said the lack of planning was now becoming an urgent issue.

“Two out of every three people live on just 2.4pc of Ireland’s landmass and we are becoming an urban country.

“Ireland is benefitting from the opportunities that come with being an urban country with large, dynamic cities as incubators for investment and innovation, but we are also facing negative consequences.

“Dublin now ranks alongside Rio de Janeiro, Rome and LA for congestion,” Mr Stafford added.

Mr Staffford said that this meant Ireland was being left behind by competitor countries in the race for investment.

Homeowners selling houses with Radon gas face €1,000 bill

Concerns about the number of houses identified as being at risk has prompted the Radiological Protection Institute of Ireland (RPII) to recommend that new regulations oblige homeowners to identify — and tackle — the problem prior to homes being sold.

The measures will be considered by cabinet early in the new year and come amid concerns that the number of properties tested has fallen sharply.

Eight in 10 new homes are never inspected for defects despite Priory Hall debacle

THOUSANDS of new homes have not been inspected by local authorities despite the fallout from the Priory Hall scandal.

Eight in every 10 houses and apartments built every year are not being checked for structural defects and possible breaches of the fire safety code, the Irish Independent has learned.

And the number of homes being inspected is steadily falling, resulting in properties being sold to an unsuspecting public without basic checks being carried out.

Old registration system will deter new investment

AN expert in property registration has warned that the Government must act quickly to improve Ireland’s property registration system and increase online access to title deeds.

John Deeney, land registration consultant at the legal firm of McDowell Purcell and former deputy registrar in the property registration authority, highlighted that Ireland’s outdated property registration system is affecting its global ranking for ease of doing business and could be deterring commercial buyers.
