Cost to develop Dublin city apartment as much as €619,000

The cost of delivering a two-bed apartment in Dublin ranges from €359,000 for a low-rise unit in the suburbs to as much as €619,000 for a high-rise unit in the city centre, according to a report from the Society of Chartered Surveyors Ireland (SCSI).

The figures, based on data obtained from 49 developments in Dublin last year, suggest the “bricks and mortar” element of construction on average accounted for less than half (47 per cent) of the overall cost of building an apartment.

The so-called “soft” construction costs – land, development levies, professional fees, VAT, developers’ margins – accounted for the remainder.

The SCSI’s Real Costs of New Apartment Delivery 2020 report feeds into an increasingly heated debate about the cost of construction in Ireland.

Irish house prices forecast to rise by 4% as supply struggles to meet demand

Irish residential property prices, which remained resilient during the Covid-19 shock last year, are set to rise by an average of 4 per cent in 2021 as supply shortages continue to prop up valuations, according to a survey of chartered surveyors.

The Society of Chartered Surveyors Ireland (SCSI) found that two-thirds of 250 chartered agents surveyed in December expect property prices to increase this year, ranging from a 3 per cent advance in Dublin to 6 per cent growth across Connacht and Ulster.

Covid-19 crisis likely to make home-buying more exclusive

The Covid-19 crisis has made home-ownership more of a priority for some people but financially more difficult for others, a survey by KBC Bank Ireland has indicated.

As part of its November consumer sentiment survey, the lender asked a number of supplementary questions regarding the impact of Covid-19 on housing demand.

More than a fifth of people (21 per cent) said the pandemic had increased the importance of living space for them, as opposed to 14 per cent who said it had not. The remainder were unchanged or did not know.

High time for Government to play its proper part in solving the housing crisis

Housing is at a crossroads in Ireland. We can continue lurching from crisis to crisis with “Generation Rent”, the homeless, and future generations locked out of affordable homes; or we can tackle the roots of the problem.

More than a third of people in their 40s here are renting. They are less likely to obtain a mortgage and more likely to be lifetime renters. What will happen to these renters at age 65? Will we see them retiring into homelessness? Ireland has one of the highest rates in the European Union of young adults living at home with their parents.

Housing crisis here to stay in absence of big rethink, industry warns

The housing crisis will be a “permanent issue in Irish society” unless there is a radical rethink on how to deliver more affordable homes, industry body Irish Institutional Property (IIP) has warned.

In a report, the group which represents large property developers warns that the supply of new homes is grossly out-of-kilter with demand and that this mismatch is “intrinsically linked” to affordability.

As many as 47,000 homes will have to be built each year for the next five years just to meet demand, it says, while noting that the Government’s target in Project Ireland 2040 is just 25,000.

It estimates that Dublin alone needs an additional 125,000 apartments to meet demand.

“The overall need for housing is greater than current levels of output and the targets set in national plans,” the report says.

House price inflation returns but Covid has ‘disrupted’ bubble fears

It will be a full and further decade before Ireland’s housing market finds equilibrium between supply and demand, it has been claimed, as the Government prepares its latest housing measures as part of Budget 2021.

The suggestion of continuing imbalance and accommodation shortages up until 2031 comes as a Myhome.ie report today shows house price inflation back again, at 5% by the third quarter of this year, despite Covid-19’s impact on the economy and employment.

In a pre-budget submission this week, a 10-year housing strategy or roadmap across all sectors, including affordable and social housing, is required, argues the Society of Chartered Surveyors Ireland (SCSI).

Expert warns crash in Irish construction likely to be biggest on record

The Irish construction industry is likely to have suffered the biggest quarterly crash in activity on record as a result of coronavirus, with output falling by more than 30 per cent, an industry expert has warned.

The extent of the downturn will not be known until next month when the Central Statistics Office (CSO) publishes second-quarter growth numbers for the Irish economy and its constituent sectors.

Ulster Bank chief economist Simon Barry said it was safe to assume the construction sector here would under-perform international aggregates by some way because of the tightness of restrictions imposed to curb the spread of the virus.

He said the reversal is likely to be similar to that experienced by the UK.

My neighbour has built on our party wall without consent. What can I do?

My neighbour has built on our party wall. I asked the builder to stop building as I had not agreed to this. My neighbour never asked me if it was okay to raise it, became very abusive towards me and put the wall up anyway. What are my rights?

 

Noel Larkin replies: This scenario is all too familiar. Regrettably the red mist can descend when discussions over raising boundaries start. The fact there can sometimes be confusion over where the actual boundary lies can add to an already tense situation.

In this case you seem sure the wall being built on is a party structure. In other words the wall is jointly owned by you and your neighbour and your consent would be needed to raise it.

It sounds like the work is now complete. Your neighbour’s decision to push on with the works despite your protestations and without consent leaves this matter unresolved between you. This is an unpleasant position to be in. The alteration of or interference with a boundary fence can have a direct impact on neighbourly relations. To turn a blind eye now will allow things to fester.

The negative feelings you have about the extension are understandable particularly as you have not agreed to this and your objection was ignored. A quiet life is enhanced by good relations with your direct neighbours. The route to a satisfactory resolution may be in reviewing the actual impact of raising the wall on your property. The type of extension you describe, where this involves raising the shared wall, is a very standard type of development. This simple type of development rarely has any significant impact on the adjoining property.

As apartment owners, what should we look for in our management company’s accounts?

We recently sold our house, where we had lived for 40 years, and downsized to an apartment nearby. We have now received documentation from the owners’ management company in relation to various administrative matters in advance of a planned AGM in the coming months. The documents include financial statements in relation to the last financial year.

Neither my husband nor I have a financial background and we are wondering where to start as regards understanding these. Is there anything specific we should look out for?

Answer:

The system in place in Ireland for the management of multi-unit developments (MUDs) is that they are managed via owners’ management companies (OMCs). These are normal companies, registered with the Companies Registration Office (CRO), and as such require financial statements to be lodged with the CRO annually. Such statements are, by their nature, technical, and, like yourselves, many property owners do not have any experience in how to engage with them.

It is good that you are engaging with the OMC because, as with any company, good financial management is fundamental to good general management and it is important that members of the company monitor this. If an OMC is not well managed financially, then it will not be able to undertake the tasks set out for it under the lease agreements for the development. And, if it is not building a good sinking fund for long-term investments, then poor financial management will come back to haunt property owners.

Cost of building three-bedroom Dublin home jumps by €41,000 in four years

The cost of building a three-bedroom semi-detached house in the greater Dublin area has increased by €41,000 over the last four years, a new report has found.

The cost now stands at €371,000, an increase of 12pc compared with four years ago.

The Society of Chartered Surveyors Ireland (SCSI), which published the report, said the increase has been largely driven by a rise in hard costs, including bricks and mortar, which jumped by 19% or 29,000 euro.
