Mortgage approvals drop as first-time buyers and movers struggle to find homes

The numbers of both first-time buyers and movers approved for a mortgage has fallen, in the latest a sign of ­deepening malaise in the housing market.

New data from the Banking and Payments Federation of Ireland (BPFI) shows a significant downward trend in ­owners moving house to trade up or down.

That has implications for first-time buyers that already face an undersupply of new homes.

The data shows the value of mortgage approvals reached a record value of €16.7bn in the 12 months to August. First-time buyers borrowed €10.4bn of that.

However, the number of home-purchase mortgage approvals was down 5.1pc last month versus the previous year.

Mortgage approvals reach new high as first-time buyers try to secure homes

The number of people securing mortgage approvals hit a post-crash high in July led by demand from first-time buyers, figures have shown.

The value of loans, at almost €1.8bn, was the highest since that data began to be tracked. The figures, from the Banking & Payments Federation of Ireland (BPFI), relate to the value of mortgages approved by lenders, not the amount that was drawn down.

A total of 5,467 mortgages were approved in July, compared with 5,313 in July last year – a 3pc increase.

The value of approved loans rose much more sharply (up 10pc year-on-year), reflecting surging house prices. The July data shows 3,356 first-time buyer (FTB) mortgage approvals were the main driver of demand, exceeding €1.1bn in value for the first time. The smaller number of mover mortgages had a combined value of €435m.

More pain for would-be buyers as price of a typical home rises by €35,000 in a year

The cost of a typical property has shot up by €35,000 in the past year, putting a renewed squeeze on home buyers.

Prices jumped again in May, the 21st month in a row of rising home values.

In the last five years, buyers have had to pay an additional €74,000 to secure a home.

The national property price index increased by 7.9pc in the 12 months to May. This is up from 7.6pc in the year to April, according to the Central Statistics Office (CSO).

Property prices in Dublin rose by 6.9pc, and prices outside Dublin were up by 8.7pc, compared with May last year.

The median, or typical, price of a dwelling bought in May was €370,000, up €5,000 on the median price in April.

Dublin Now Europe’s 4th Most Expensive City to Build As Data Centre Boom and Housing Ambitions Converge

Dublin has been ranked the fourth most expensive city to build in Europe, with average construction costs now reaching €3,692 per m², according to the latest Global Construction Market Intelligence (GCMI) 2025 report published by Turner & Townsend. This places Ireland’s capital behind Zurich, Geneva and London, but ahead of other major European hubs like Munich and Frankfurt.

The report attributes Dublin’s rise in the rankings to a sustained pipeline of commercial and data centre investment, as well as mounting pressure from the Irish Government’s pledge to deliver more than 300,000 new homes by 2030. However, the report also flags growing risks that could hinder delivery—including skills shortages, digital adoption gaps and regulatory hurdles.

House-price inflation soars to 10-year high, with market ‘starved of supply’

House-price inflation has reached its highest level in 10 years, according to the latest report by Daft.ie. Prices rose nationally by an average of 3pc during the second quarter of this year.

With the average listed price now at more than €357,000, prices are 12.3pc higher than this time last year and 40pc higher than at the start of the pandemic. The rate of inflation in the housing market is now at its highest level in the decade since mortgage market rules were introduced.

Ronan Lyons, the author of the Daft report and economist at Trinity College Dublin, said this level of inflation in the market had not been seen since the first quarter of 2015.

Ministers Browne and Cummins introduce new Bill to ensure full potential of existing planning permissions is realised

The Minister for Housing, Local Government and Heritage, James Browne and the Minister of State for Planning, John Cummins today welcomed Cabinet approval for priority drafting of the Planning and Development (Amendment) Bill 2025. It is intended to have the Bill enacted before the summer recess.

This Bill will enable for an extension of duration of permissions to be made on permissions for housing development that are nearing the end of their duration period and have not yet commenced.

The Bill will also allow for the provisions of Section 180 of the new Planning and Development Act 2024 to retrospectively apply to permissions that have already been through Judicial Review – or are currently in Judicial Review – and are subsequently permitted. In other words, this will allow for the duration of the Judicial Review period to not be counted as part of the effective life of the planning permission – avoiding a situation whereby in the past planning permissions have expired due to delays caused by the Judicial Review process.

Average nationwide rent surpasses €2,000 a month amid ‘worsening shortage’ of supply

The average rent nationwide in the first quarter of 2025 was €2,053 a month, according to the latest Rental Report published by Daft.ie, marking the first time it has crossed this threshold.

This is up from a low of €765 in 2011 and 48pc higher than before the ­Covid-19 pandemic.

Market rents in Ireland saw one of the largest three-month increases in the last two decades in the first quarter of this year, rising by an average of 3.4pc.

Vacant Property Refurbishment Grant: €112 million paid out to bring more than 2,000 homes back into use

The Minister for Housing, Local Government and Heritage, James Browne TD has today published figures which show that over €112 million has been paid out to Vacant Property Refurbishment Grant applicants, bringing more than 2,000 homes back into residential use from vacancy nationwide.

More than 12,400 applications for the grant have been received across Ireland by the end of March this year.

A new interactive story map developed by Minister Browne’s Department has also been launched with today’s statistics. The map shows the far reaching impact of the grant scheme across the country since its launch. Information includes the number of grants issued per local authority since the scheme’s launch. ‘Before and after’ images of some of the refurbishment works already carried out by grant recipients under the scheme are available to view. The new map is available at: Vacant Property Refurbishment Grant statistics

Minister Browne allocates €436 million for Social Housing

The Minister for Housing, Local Government and Heritage, James Browne has today (Monday 31 March) confirmed that he has allocated €436 million to meet social housing needs.

This includes capital funding allocations totalling €325 million which have now been notified to local authorities in respect of the second-hand social housing acquisitions programme for 2025.

Minister Browne has also allocated €111 million for 82 new social housing projects which will provide over 1,300 newly built homes with a total development cost value of €517 million. This €111 million has been allocated from the €450 million for social and affordable housing recently announced by Government.

Planning approvals for new homes drop 21% in 2024 as apartment permissions plummet

Planning permissions for residential dwellings fell off a cliff last year with total approvals from local authorities dropping by 21%, according to new figures.

The CSO said that there were just 32,401 housing units approved in 2024, compared with 41,225 in 2023.

That large-scale decrease was driven by a massive decline in the number of apartments being approved for construction, dropping by 39%, from 21,487 in 2023 to just 13,194 in 2024.

The decline in developers’ appetite for building apartments has been well-flagged for some time, with massive inflation in the construction sector making large apartment complexes a much riskier investment for shareholders than previously.

However, the drop in planning permissions adds an additional headache for the Government, which has already faced criticism due to the State falling far short of meeting its own housing target of 40,000 new builds per annum.
