Mortgage seekers face tighter criteria over Covid-19 wage subsidy

Several Irish lenders have introduced tighter checks and stricter conditions on mortgages for those in receipt of Covid-era wage subsidies.

In some instances, borrowers will have to produce evidence from their employers that their wage is sustainable after subsidies elapse. In couples where one person is on a wage subsidy, some lenders will insist the second partner is able to cover the entirety of the mortgage with their wage.

It comes after The Irish Times revealed on Monday that AIB had put in place a de facto block on mortgage lending to those in receipt of the temporary wage subsidy scheme (TWSS).

Homeowners now rushing to take out up to €30,000 of mortgage equity to do renovations

There has been a surge of interest from people looking to release equity on their homes when they switch mortgage.

People doing this are typically taking out €30,000 and using it to carry out home improvements.

Despite taking on a larger mortgage, they are ending up in a situation where they are paying less in repayments a month because they are moving from high interest rates to much lower ones.

Property set to reopen on June 8th!

Further to last week’s publication of the Joint Sector Protocol for Property Services Providers and the Valuation Sector jointly developed by SCSI, the PSRA and IPAV, we wish to advise members that it is our position that the reopening of the property sector fits into Phase 2 of the Government’s roadmap for Reopening Society and Business.

This will facilitate the safe reopening of the sector in Phase 2, currently scheduled to commence on Monday 8th June 2020, subject to public health guidelines.

First-time buyers’ deposit scheme to go live on January 3rd

First-time buyers hoping to complete the purchase of their first home in 2017 will be able to apply for their 5 per cent tax rebate as early as January 3rd, the Revenue Commissioners have said.

But with the launch date rapidly approachly, putative property buyers should start doing their homework now.

After all, following the Central Bank’s decision last week to remove the loan-to-value cap of €220,000, and allow all first-time buyers to purchase a property with a deposit of 10 per cent, the attractiveness of the scheme has just risen even more.

Thousands of homeowners to get trackers back at last

Thousands of homeowners who had their tracker mortgages taken off them by their bank are due to get a Christmas present by being restored to the lower rates.

Central Bank regulators ordered an industry-wide probe of a suspected 10,000 cases across all banks where people lost trackers during the downturn.

Now the first batch of 2,000 Ulster Bank customers is to be written to from next month telling them they are being put back on trackers – and that they are due refunds in the new year.

AIB is also restoring 3,300 customers to tracker rates, and is due to outline details to them in the coming weeks about refunds and compensation.

Home ownership still remains far out of reach for a generation

A home, however modest, is one of the most fundamental needs of every human being. Yet considerable numbers of individuals and families in Ireland do not have access to this basic need. Almost 90,000 households were in “housing need” in 2013 – an increase of 60,000 since 1993.

In 1975, local authorities provided almost 8,800 “non-market” homes for rent, representing one-third of total housing provision. By 2014, non-market provision represented only 515 homes, or a mere 5 per cent of the total, while market provision had increased to 95 per cent. Access to a home, to buy or rent, depends almost entirely on ability to pay.

New mortgage rules mean most buyers to need 20% deposit

New mortgage rules published today by the Central Bank mean that most house buyers will have to have a 20 per cent deposit when applying for a home loan. The regulations come into force on January 1st.

The bank is proposing that no more than 15 per cent of all new mortgages for private dwelling homes should have a loan to value (LTV) ratio above 80 per cent. This means that most first-time buyers are now going to be expected to have at least a 20 per cent deposit when buying a home.

In addition, it has also decided that just one-fifth of new mortgages should be issued above a level of three and a half times income (LTI).

Land Surveying & Traffic Management

ABL Surveyors are delighted to announce that Ciaran Byrd, BSc MSCSI MRICS recently obtained a qualification in Traffic Management (FAS CSCS in Signing Lighting and Guarding Course). This is a critical part of Land Surveying and it enables ABL Surveyors to be compliant in carrying out topographical surveys on public roadways for bodies such as Local Authorities, County Councils, developers and private individuals where signage and traffic management is necessary.

Report of The Pyrite Panel

The Department of the Environment recently published the long awaited report on the issue of Pyrites.
The issue of pyrite heave first came to the attention of the Department of the Environment in mid-2007 by way of representations from politicians and in media coverage. Initially it was thought that the problems were confined to a number of private housing developments in the Fingal County Council area where the sub-floor hardcore fill was reported to contain a naturally occurring mineral known as “pyrite”. However, it soon became clear that the problem was more widespread and it later transpired the problem of pyrite heave was evident in five local authority areas, Fingal, Dublin City, Meath, Kildare and Offaly.
