Chartered Surveyors say Help to Buy Scheme grant will have little impact on housing crisis

The Society of Chartered Surveyors Ireland has said the ‘Help to Buy’ scheme announced in Budget 2017 will have very little impact on the housing crisis because supply is the problem, not demand.

Claire Solon, the President of the SCSI said the Government should have focused on supply measures as they would have a much greater impact on the crisis, help stabilise house prices and offer a better return to the taxpayer.

“In our view, the Government should have been focussing on initiatives to make development viable, like reducing VAT on affordable housing, making public land available for affordable housing schemes and providing finance to help kick-start building on sites around the country, with all the employment and tax benefits that this would bring.”

Census 2016: Number of vacant houses ‘scandalous’

There are almost 260,000 vacant homes across the country, preliminary figures from the latest census show, prompting campaigners and housing experts to call for urgent action to address the State’s “dysfunctional” housing system.

The census found there are almost 260,000 vacant homes in the State – 61,204 of which are vacant holiday homes – at a time when homeless families are having to be accommodated in hotel and B&B type accommodation.

Housing crisis forces 10,000 a month to rent

Private rented sector tenants have risen by more than half in just 18 months.

Almost 700,000 people are now living in leased houses, flats or apartments – more than one seventh of the total population.

And there has been a massive recent surge, with 50,000 more people renting today compared with just six months ago.

New figures from the Private Residential Tenancies Board (PRTB) show 455,000 lived in private rented housing in December 2013.

Central Bank announces new regulations on residential mortgage lending

The Central Bank of Ireland has published new regulations on residential mortgage lending.

Loan to Value (LTV) for principal dwelling houses (PDH)

There are different limits for different categories of buyers:

  • PDH mortgages for non-first time buyers are subject to a limit of 80 per cent LTV.
  • For first time buyers of properties valued up to €220,000, a maximum LTV of 90 per cent will apply. For first time buyers of properties over €220,000 a 90 per cent limit will apply on the first €220,000 value of a property and an 80 per cent limit will apply on any excess value over this amount.
  • The cumulative monetary value of loans for principal dwelling purposes which breach either of these limits should not exceed 15 per cent of the euro value of all PDH loans on an annual basis.

Housing loans for borrowers in negative equity who wish to obtain a mortgage for a new property are not within the scope of the LTV limits.

Thousands of rented homes in capital found to be substandard

A major report by the country’s largest local authority has uncovered extensive health and safety issues facing tenants.

Environmental experts inspected more than 5,000 homes in Dublin’s North and South Inner City and found that over 60pc required remedial works.

More than 2,500 homes were brought to the required standard following the inspections.

Figures seen by the Irish Independent show that 100 prohibition notices have been issued to landlords who failed to respond to warning letters.

These orders, once lodged against a landlord, prevent them from taking on new tenants.

And the council has initiated 76 separate legal actions over a two-year period against landlords who do not to comply with these orders.

City planning ‘crucial for future prosperity’

Property Industry Ireland director Peter Stafford said the lack of planning was now becoming an urgent issue.

“Two out of every three people live on just 2.4pc of Ireland’s landmass and we are becoming an urban country.

“Ireland is benefitting from the opportunities that come with being an urban country with large, dynamic cities as incubators for investment and innovation, but we are also facing negative consequences.

Dublin now ranks alongside Rio de Janeiro, Rome and LA for congestion,” Mr Stafford added.

Mr Staffford said that this meant Ireland was being left behind by competitor countries in the race for investment.

New Septic Tank Inspection Legislation

The Department of the Environment recently published an information leaflet for home owners who have septic tanks. The leaflet sets out the relevant legislation and give households background on the procedures put in place for registration and inspection of private waste water treatment systems.

In summary, The Water Services (Amendment) Act 2012 provides for the introduction of a registration and inspection system for domestic wastewater treatment systems. It has been introduced to address the European Court of Justice ruling against Ireland in October 2009, and even more importantly, to protect ground and surface water quality (particularly drinking water sources) from the risks posed by malfunctioning systems.

Inspections will commence after the end of the registration period in 2013 and will be objective and evidence-based. The Department says that householders can be assured that if their systems are working properly and are being maintained, they need not be concerned. There will be a proportionate and risk-based approach to inspections, which will be targeted towards areas where drinking water sources or habitats are at risk from septic tank discharges.

David McWilliams: Want to fix the housing crisis? Tax land

In June 1858, during the second Opium War, Britain and France, in cahoots with the other major European powers and the United States, forced China to sign the Treaty of Tianjin. Britain waged the Opium War so its merchants could flood China with cheap heroin, cultivated by other British merchants in India.

The treaty allowed western trading powers to annex China commercially, emasculate the emperor and carve up the vast wealth of the Middle Kingdom. The Europeans colonised the mainland from the east, while the resurgent US navy, fresh from annexing California from Mexico, moved across the Pacific from the west.

These events were watched with distress in Edo, as Tokyo was then known. In 1860 Japan was isolated, feudal and weak. It was an obvious next commercial target for avaricious westerners. If India and China could be enfeebled by imperialists, what chance had remote Japan?

But Japan didn’t go the way of China. By 1900 Japan had become the most advanced independent nation in Asia. By 1905 it was trouncing the Russians on the battlefield.

House prices in Dublin fall as property market slows overall

Property price growth has slowed to its lowest level in five years, according to a report from Davy and property website myhome.ie, which is owned by The Irish Times.

The study also suggests asking prices in Dublin, the most volatile segment of the market, are now falling for the first time since 2013.

The latest barometer provides further evidence of a major slowdown in the State’s property market linked to the Central Bank’s strict lending rules and a gradual pick-up in supply.
