Home completions rise to 36,284 in 2025 but delivery remains below housing need

Ireland completed 36,284 new homes in 2025, according to figures published today by the Central Statistics Office (CSO), representing a 20.4% increase on 2024 and the highest annual total since the data series began in 2011. While the figures confirm a clear uplift in housing output, delivery remains well below assessed structural demand.

The CSO data shows that almost 149,000 homes were completed over the past five years, compared with 83,267 between 2016 and 2020 and just 29,217 in the five-year period following the financial crisis. Since mid-2020, more than 161,300 new homes have been delivered nationally, reflecting a sustained recovery in construction activity from historically low levels.

Cabinet sign off on plans to open €1bn housing infrastructure fund

Cabinet ministers have signed off on a €1 billion euro infrastructure fund which aims to accelerate house building.

Minister for Housing James Browne previously said the scheme is designed to provide funding for “shovel ready projects” in order to “activate” sites around the country which have planning permission for housing.

He added: “We expect to see shovels in the ground very very quickly.”

Under the scheme, applicants will apply for grants to fund infrastructure and utilities which will allow construction to start on more housing developments.

A Housing Activation Office was established by Mr Browne last year with the aim of addressing barriers to the delivery of the public infrastructure.

Property prices now 23% higher than peak of boom in 2007

Property prices rose by 7.6% in the 12 months to September, according to the latest figures from the Central Statistics Office. Prices increased by 5.3% in Dublin and by 9.4% outside the capital. The median price of a home reached €380,000.

The national increase is marginally higher than the rise in the 12 months to August which was 7.5%. The CSO said: “The highest median price paid for a dwelling was €675,000 in Dún Laoghaire-Rathdown, while the lowest was €190,000 in Donegal.”

The figures mean property is now 23% above its highest level at the peak of the boom in 2007. Dublin residential property prices are 8.2% higher than the peak in 2007 while prices outside the capital are 25.6% higher.

11,000 vacant and derelict properties ‘have been identified for compulsory purchase’

Some 11,000 vacant and derelict properties have been identified for compulsory purchase orders (CPOs) by local authorities.

However, many landowners will likely engage with councils and avail of government grants to bring their properties back into use before a CPO is actually issued on their property, the Oireachtas housing committee has heard.

UCD School of Architecture, Planning and Environmental Policy assistant professor Orla Murphy said that 80,328 to 164,000 vacant and derelict residential properties exist in Ireland, based on Census 2022 and the latest GeoDirectory Residential Report figures.

Mortgage approvals reach new high as first-time buyers try to secure homes

The number of people securing mortgage approvals hit a post-crash high in July led by demand from first-time buyers, figures have shown.

The value of loans, at almost €1.8bn, was the highest since that data began to be tracked. The figures, from the Banking & Payments Federation of Ireland (BPFI), relate to the value of mortgages approved by lenders, not the amount that was drawn down.

A total of 5,467 mortgages were approved in July, compared with 5,313 in July last year – a 3pc increase.

The value of approved loans rose much more sharply (up 10pc year-on-year), reflecting surging house prices. The July data shows 3,356 first-time buyer (FTB) mortgage approvals were the main driver of demand, exceeding €1.1bn in value for the first time. The smaller number of mover mortgages had a combined value of €435m.

More pain for would-be buyers as price of a typical home rises by €35,000 in a year

The cost of a typical property has shot up by €35,000 in the past year, putting a renewed squeeze on home buyers.

Prices jumped again in May, the 21st month in a row of rising home values.

In the last five years, buyers have had to pay an additional €74,000 to secure a home.

The national property price index increased by 7.9pc in the 12 months to May. This is up from 7.6pc in the year to April, according to the Central Statistics Office (CSO).

Property prices in Dublin rose by 6.9pc, and prices outside Dublin were up by 8.7pc, compared with May last year.

The median, or typical, price of a dwelling bought in May was €370,000, up €5,000 on the median price in April.

Dublin Now Europe’s 4th Most Expensive City to Build As Data Centre Boom and Housing Ambitions Converge

Dublin has been ranked the fourth most expensive city to build in Europe, with average construction costs now reaching €3,692 per m², according to the latest Global Construction Market Intelligence (GCMI) 2025 report published by Turner & Townsend. This places Ireland’s capital behind Zurich, Geneva and London, but ahead of other major European hubs like Munich and Frankfurt.

The report attributes Dublin’s rise in the rankings to a sustained pipeline of commercial and data centre investment, as well as mounting pressure from the Irish Government’s pledge to deliver more than 300,000 new homes by 2030. However, the report also flags growing risks that could hinder delivery—including skills shortages, digital adoption gaps and regulatory hurdles.

Ministers Browne and Cummins introduce new Bill to ensure full potential of existing planning permissions is realised

The Minister for Housing, Local Government and Heritage, James Browne and the Minister of State for Planning, John Cummins today welcomed Cabinet approval for priority drafting of the Planning and Development (Amendment) Bill 2025. It is intended to have the Bill enacted before the summer recess.

This Bill will enable for an extension of duration of permissions to be made on permissions for housing development that are nearing the end of their duration period and have not yet commenced.

The Bill will also allow for the provisions of Section 180 of the new Planning and Development Act 2024 to retrospectively apply to permissions that have already been through Judicial Review – or are currently in Judicial Review – and are subsequently permitted. In other words, this will allow for the duration of the Judicial Review period to not be counted as part of the effective life of the planning permission – avoiding a situation whereby in the past planning permissions have expired due to delays caused by the Judicial Review process.

Average nationwide rent surpasses €2,000 a month amid ‘worsening shortage’ of supply

The average rent nationwide in the first quarter of 2025 was €2,053 a month, according to the latest Rental Report published by Daft.ie, marking the first time it has crossed this threshold.

This is up from a low of €765 in 2011 and 48pc higher than before the ­Covid-19 pandemic.

Market rents in Ireland saw one of the largest three-month increases in the last two decades in the first quarter of this year, rising by an average of 3.4pc.

Ireland will need to build 93,000 homes a year up to 2031 – Davy

Ireland will need to build 93,000 homes a year meet demand between now and 2031, according to a report by stockbroker Davy.

The estimate is significantly higher than housebuilding targets included in the Coalition’s Programme for Government, which envisages 300,000 new homes being built between 2025 and 2030.

Last year there were only 30,000 homes built in Ireland, which fell short of the Government’s official target of 33,000 and far below projections by then minister for housing Darragh O’Brien.

Davy’s forecast is based on its estimate that the population will reach six million by 2031.

The report says the housing shortfall is now 230,000 homes.

It also says the lack of housing is impacting on household formation for younger age groups as it affects that cohort of the population having families.
